By creating a direct, graded mountain corridor, the highway and tunnel facilitated a popular tourist loop connecting multiple national parks. In contemporary times, due to its narrow historical dimensions, the structure also serves a specialized traffic-management function, requiring oversized vehicles to obtain permits so that park staff can temporarily convert the bore into a controlled one-way lane.
The realization of this monumental project was directed through a collaborative effort involving federal agencies, regional engineers, and private construction contractors. Preliminary route surveys were initiated in the mid-1920s by key figures including U.S. Bureau of Public Roads engineers and local stakeholders, while the physical excavation was executed by the Nevada Contracting Company starting in 1927.
